  1. A must be completed for every approved capital construction project after the project is complete, all obligations have been paid, and the construction account has been closed.

  2. Effective July 16, 2026, Final Cost Reports submitted by email to the Office of State Aid will no longer be processed. Districts and BOCES must email a fully completed PDF copy of the Final Cost Report to the Office of Facilities Planning at finalcostreports@nysed.gov.

    The email subject line must include:

    ÌýFinal Cost Report for SED Project #XX-XX-XX-XX-X-XXX-XXX – District or BOCES Name

    Please use the complete 15-digit SED project number.

  3. Final Building Cost ReportÌý

  4. Certification of Constructed ScopeÌý ÌýThis form is required for projects where Building Aid Units (BAUs) were assigned during Preliminary Review (e.g., new buildings and additions). It must be completed during the Final Cost Report (FCR) process to certify that the final constructed scope is consistent with the BAUs assigned, or to identify any changes that may impact BAU eligibility.

Early Aid Start Request

Beginning October 30, 2024, all Early Aid Start Requests must be submitted using the new form linked below. Please note that all EASR forms must be submitted prior to December 1st to be processed in time for two payments in the current aid year, and prior to June 1st to ensure the project is processed in time for one payment in the current aid year. Please note that beginning July 1, 2025 projects under $5 million will not be considered complex and therefore no longer eligible for EAS unless the project is delayed by items beyond the District's control such as liens, litigation, declared natural disaster, or force majeure events; or the quality of work is currently unsatisfactory and corrective action is required. Please review the prior to submitting the EASR form.
